 Policy on getting a village CBO on board with Luocome

Most of these guys in Diaspora have been burnt at one time or another when they have good intentionally taken steps to fund/support certain projects at home. Being thousands of miles away, and not being able to micro-manage the projects themselves, most often they have been taken advantage of by people with selfish interests. They really do want to help, but there is a huge frustration with the level of corruption at home even from ones own immediate relatives. This corruption culture understandably comes from the 40+ years of corrupt leadership in governments trickling down to the communities.

But surely in each village, there must be a handful of people who have kept their honor. Who will not steal from the children, the orphans, widows, the sick and the poor. Good Christian folks who are true to their belief. These are the people we want to be involved in the clan/village CBO committees and employment. The combination of progressive older folks and young folks to make up the Village CBO Committees plus competent,  reliable young folks to be in employment of the CBO, implementing the projects.

Through Luocome, each village folks in Diaspora form The Village Diaspora Committee (VDC) which is  a virtual committee that will  ensure that all the funds and equipment is used for the intended purposes in their village. We  must  bring  back trust in the Diaspora circles with our clan/village counterparts. We must also bring back trust in the funding community overseas who are just as frustrated with corruption in government circles, with our emphasis being in our Luo communities. The VDC will oversee the local CBO’s administration and board. They will have the authority to hire and fire within reason the chief officers of the village CBO. They will also have the authority to fire board members who show incompetence, greed or selfishness. Using the power of modern virtual communications, your VDC  will run your  organization like you want it to be the best run corporation in the world. Most importantly, your VDC will coordinate the funding of your village through Luocome.

The village  CBO will have a local board. These are the local folks I alluded to earlier who are trustworthy in the village. The Village CBO board and the chief officers will recommend the projects to be funded to Luocome or directly to their VDC. The chief employees of the CBO will ensure the implementation of the projects. All the chief employees of the CBO must live and work in your village. They must be well educated to at least high school level and be able to use the internet. A weekly report of each project must be emailed to the VDC by the project chief implementer every end of week. The CBO Chairman, Secretary and Treasurer must also be educated and able to use the internet. A monthly financial statement and copies of bank statements must be emailed by the Treasurer to the VDC by the 3rd day of the following month. Minutes of all board meetings must also be emailed to the VDC.

It is  important that you get the Meetup started as an initial step and  that you fill out especially your village tree, and also your clan/family tree (at least start on it). This information helps Luocome to bring together your VDC  and also to identify and verify your community projects for funding. Your VDC must know what is going on with the funds and the projects in your village at all times or they just don't get involved at all. That is the accountability guarantee we are giving our funding partners here, and we must demand the same of the local CBO.
