 A Statement of the Kenya Community  Abroad (KCA)'s STOP Campaign
A Challenge to the PCEA Church in  Maragua District Issued: Tuesday, March 28,  2006
 
The Kenyan Community Abroad’s STOP  Campaign is very concerned about the reported recommendation to transfer a head  teacher accused of sodomizing a student in his school. We believe that there is  only one place to transfer such a teacher - the penitentiary (jail). For you  cannot transfer a pedophile from one set of children to another. That is the  wrong way to STOP child sexual molestation.
 
Transfer of this teacher would only  perpetuate the crime.
 
We respond with outrage to an article  carried by the Kenya Times newspaper
of March 26, 2006 about the stand the PCEA  Church in Maragua has taken. Part of the article reads, "The Presbyterian Church  of East Africa (PCEA) in
Maragua district is demanding that the government  transfers with immediate effect a deputy head teacher accused of sodomizing one  of his pupils in a local
primary school".
 
While we appreciate the Church's  efforts to root out any child molesters
from the school, and pledge our voice in  support of this and other incidents, we are deeply disturbed that your  leadership does not seem to understand that criminals are supposed to be  arrested, prosecuted and incarcerated.
 
Again, we painfully ask an open  question: Where do you transfer a head
teacher accused of sodomizing one of his  pupils? Where? Where? Where?
 
We call on the PCEA Church to change  its view and suggest that the Church
and the community takes the following  actions:
 
1. Go to court immediately and file a  restraining order, demand that the
teacher should not be allowed to be within  1,000 feet (300 meters) of any school or institution that deals with children,  or any children
 
2. Ensure that the victim is taken to  the hospital for physical and
emotional treatment. Nairobi Women's Hospital's  gender violence recovery center (GVRC) offers treatment to both boys and  girls.
 
3. Report the matter to the police to  arrest the teacher immediately and
oppose bail because he is a risk to  children.
 
4. Demand a full investigation,  prosecution and the stiffest sentence
possible We ask that you join hands  with KCA-STOP to lobby the Attorney General (AG) and members of parliament to  put laws in place that criminalize adults who sexual molest children or who  protect child molesters.
 
If the church cannot stand in the gap  between children and their marauders,
who will?
