AIDS, Population, and Health Integrated Assistance Program (APHIA II)

Let me begin by thanking USAID on behalf of my tribe, the Luo for all the assistance we have received from you over the years, but especially during the ongoing HIV/AIDS pandemic that has wrecked havoc on my tribe.

As you may be aware, we ran the above RFA at our website www.jaluo.com to get main stake holders within the province of Nyanza to apply for that portion of the grant specific to Nyanza.

We wanted to see if we could bring different organizations with diversified qualifications  from the province together to make one qualifying consortium. Even though we received responses from several qualified organizations, (many doing great work in the rural areas with very little money) it was not enough to meet all the qualifications you had asked for. This was particularly so in regards to the 10% cost share condition.

As the most diseased, most HIV positive, most government neglected province in Kenya, coming up with the 10%  share is understandably difficult for most NGO’s in our environment.

Comments were also made to the effect that the major organizations likely to win or may have already won this tender have been known to work mostly in urban centers where their work can be easily advertised to the media and the sponsors. That is not to say they are not doing great work. Far from it. But the truth of the matter is that the rural  Nyanza population is actually the most afflicted with HIV/AIDS, Malaria, and TB at the present time. That is where the most help is urgently needed.

We think that assisting these CBO’s to access some of those funds would be a great help to our community. They are better placed to implement some of the programmes under this grant. They just don't know how to reach the money, and the organizations with the funds usually don't know how to reach them. Who won this grant, so that the CBO’s may contact them directly?
