15 ASPIRANTS TROOP UP FOR THE KASIPUL KABONDO PARLIAMENTARY SEAT

KASIPUL-KABONDO is one of the parliamentary electoral areas in Luo-Nyanza which is likely to attract the largest number of contestants in the forthcoming general elections.

It has already attracted close to 15 parliamentary hopefuls who have already made up their minds. Four or five other aspirants are said to be still strategizing while timing to declare their intention at the most appropriate time.

This agriculturally rich rural constituency whose residents are the great descendants of the Great Sipul son of Rachuonyo is located in Rachuonyo district. It is also the home of immigrants (Jodak) from diverse sub-clans from other Luo communities and even non-Luos.

Kasipul-Kabondo is one of the most densely populated areas in the greater Southern Nyanza. At the polls of December 2002 it had registered voters strength of 64,000, the highest in the region and only followed by Rongo constituency in Migori district. The projections are that this number could have already risen by between 6 and 10 per cent following the recent voters' registration exercise.

The constituency is featuring two major sub-clans Jo-Kasipul and Jo-Kabondo who are cousins. Jo-Kabondo live in the eastern part of the constituency while the Jo-Kasipul group occupies part of the east, central western and south west areas. It covers about 60 kilometres in length from Sondu Miriu River bordering Nyakach to Nyawita down the far west bordering Rangwe to the South. It borders Karachuonyo constituency in the west and both Mugirango West and Kitutu Chache in the east and south east respectively.

The constituency boosts fertile and arable land which is capable of producing cash crops such as coffee, tea, dairy animals, maize, bananas, vegetables, groundnuts, sweet potatoes, sorghum, millets. In some areas, members of the constituency also keep herds of cows for beef, but owing to ever rapidly growing population, the grazing fields have since become scarce.

Kasipul-Kabondo is one of the oldest parliamentary constituencies in Luo-Nyanza. It was created in the 1963 general elections at the independence. Its first MP was the American trained secondary school teacher, the late Samuel Onyango Ayodo who had previously since 1959 represented the entire Southern Nyanza, then covering also the Gusii region in the colonial Legislative Council.

Ayodo became a close political associate of the late Mr. T.J. Mboya, the first KANU Secretary General. Both Ayodo and Mboya served in the post independence KANU government, which was headed by the founding President Mzee Jomo Kenyatta. When Mboya was slain on July 4, 1969, Ayodo remained in the cabinet and served on. But this made him to be seen as an apologist, contributing immensely to his dwindled popularity. Within months after Mboya's death, Ayodo lost his seat to a fellow former school teacher Mr. James E. Mbori in 1969, but recaptured the seat in 1974 and successfully defended the seat in the 1979 general election. But he once again succumbed to defeat by Mbori in 1983. Mbori eventually retained the seat in the 1988 (queuing - Mlolongo) election. All these happened during the one party monolithic system under the KANU regime.

Mbori was consigned to political limbo in the first multi-party elections of 1992 when the eloquent firebrand Dr. Gerald Otieno Kopiyo who had teamed up with the late Jaramogi Oginga Odinga in Ford Kenya won the election on that party's ticket.

Jaramogi died in 1994 and during the struggle for political supremacy between his son Raila Amolo Odinga and the then Jaramogi's deputy National Chairman of Ford Kenya, the late Michael Kijana Wamalwa over the control of Ford Kenya party, Kopiyo remained side by side with the late Wamalwa.

He was among several other Ford-Kenya MP who suffered defeat at the hands of Raila's men in 1997. This time around, Raila had crossed over and joined the little known National Development Party of Kenya (NDP). Other Luo MPs who lost their seats to the NDP candidates included the late John Linus Aluoch Polo (Rongo), Ramogi Achieng' Oneko (Rarieda), Aloo Ogeka (Muhoroni), Clarkson Otieno Karan (Nyando), James Denis Akumu (Nyakach) and the late Ooko Ombaka (Gem).

A local NDP activist and businessman at Oyugis town, Mr. William Oloo Otula won the popular votes ousting Dr. K'Opiyo in a landslide victory. But Otula did not last for long. He was beaten at the polls in the year 2002 by the late Eng. Peter Otieno Owidi, the firebrand former KANU branch leader who turned up to be the LDP aspirant within the eleventh hour.

Owidi died mid-term and the consequent by-election was won by Paddy Ahenda , a son of an immigrant (sojourner) from Asembo in Rarieda. Ahenda has performed poorly and disappointed the electorate.

The new aspirants this time around include high profile individuals and people who have excelled in their professions and businesses.

DR. KENNETH KAMBONA OYUGI
He is a Phd holder and the current Senior Regional Agricultural Trade and Policy Specialist with the USAID East African Region.

Oyugi hails from a prominent family in Kakelo sub-clan in Central Kasipul. His father, a renown educationist, the late Mr. James Oyugi Ogot, who retired as the DEO in Siaya contested the same seat in 1988 soon after his retirement from the Ministry of Education and came a close second after Mr. James E. Mbori. The youthful aspirant is said to have attracted a large following, mainly youths who are the majority of voters.

ENG. TOM AWINO OKOKO
Also gearing to have a second shot at the Kasipul-Kabondo seat is Eng. Tom Awino Okoko, the man who gave the incumbent Paddy Ahenda a run for his money during the by-elections to fill the vacant seat left in mid-term by the late Eng. Peter O. Owidi.

Okoko, a former Provincial Engineer in-charge of roads in the Ministry of Roads, Work and Housing is a popular and resourceful man who runs chains of businesses in both Kisumu and Oyugis town. He is the head of a construction firm and also runs a hotel, a fuel station, and is also a large scale cane farmer in the Nyando Sugar belt.

Okoko hails from Joka-Onyango in Central Kamagak location and stands a better chance of clinching the seat. He only needs to improve his campaign style and usher in new ideas, which lacked during the by-elections a year ago.

DR. ANTONY WERE
He is currently a consultant physician and head of the Renal Unit at the Kenyatta Hospital. He hails from Saye Konyango, but he is said to be an immigrant and not an indigenous person. His candidature is yet to make any significant impact. He hails from Kano-Katolo, who occupy a few villages in Saye Konyango.

ENOCK OGADA
He hails from Kakangutu sub-clan within Kabondo. He is said to be an accountant with the Department of Immigration in Nairobi. Much information concerning his academic background could not be obtained immediately.

PHILLIP OTIENO OWIDI
He is the younger brother of the late Eng. Peter Otieno Owidi, the immediate former MP for the area. He hails from Kanyango sub-clans, which is a member of the larger Joka-Owidi.

He is a former Chief Accountant with the defunct Thabiti Finance Company Ltd., but when the finance company went burst, he switched to running matatu business in Nairobi.

Philip contested in the by-election following the death of his late brother Eng. Owidi, but performed disastrously, loosing during the party preliminaries to the incumbent Paddy Ahenda.

DR. OTIENO MBARE
He is based in Finland and has since become a perennial looser of the elections in Kasipul-Kabondo. He contested in the year 2002 and lost. He vied for the seat once again during the by-election and lost.

His educational background remained unclear, though he claims to be a Phd holder. He hails from Koyoo sub-clan in Kotieno-Konuong'a location in Western Kasipul. He is being dismissed by locals to be a bad "joker."

OUMA MAGUWANGA
He hails from the minority Wasweta immigrants (Jodak) around Dudi Girls Secondary School. He is said to be a man of minimal academic background. He is credited for having formed some NGOs which attracted heavy funding from the Japan International Cooperation Association (JICA) and secured a colossal amount of money which was meant for the assistance of orphanage home for children who are victims of HIV/Aids, but allegedly converted the same towards business enterprises. Part of the money is being alleged was utilized in the establishment of St. Joseph Academy at Rawinji near Oyugi town.

He used other NGOs such as Kowuor Woodwork Group and Okwacho Rise Women Group to attract donor funding, but only to convert the same to personal business. He is currently working in Matata Hospital, Oyugis, which is owned by his elder brother and he is said to be rich in ill-gotten wealth. His chances of winning the Kasipul-Kabondo seat is said to be very slim.

SAM OTIENDE
This youthful son of Mr. Jacob Otiende, the former Human Resources Manager with the SONYSUGAR Company is currently unemployed. He has served briefly with the SONY Sugar and also as an LDP nominated Councilor in the Oyugis Town Council.

He made announcements that he would contest the by-election, but later abandoned the idea. Mr. Otiende is said to be very popular with youths and an easy going man who can win the hearts of many constituents.

MRS. EVE OBARA
This is a high profile widow of the late Dennis Obara a former banker. She is the deputy Chief Executive of the Kenya Literature Bureau. She is also the chair person of Maendeleo ya Wanawake in Nyanza and said to be having a good rapport with women groups within the constituency. She hails from Kabondo. Her popularity and influence over the voters is yet to be assessed.

PADDY AHENDA
The incumbent MP who is an immigrant in the area whose parents came from Asembo in Rarieda, Bondo district, will this time around grace stiff competition to be provided by the other aspirants who consider themselves the indigenous people of Kasipul-Kabondo.

He has however proved to be a serious contributor on various motions and bills. But he is also being dismissed as Raila Odinga sycophant who is on his way out of Parliament.

DR. GERALD OTIENO KOPIYO
Dr. Kopiyo whose doctorate degree is said to be questionable, represented the constituency for one term between the year 1992 and 1997. He won on a Ford-Kenya ticket and had worked very closely with the late Jaramogi Oginga Odinga during the clamour for the multi-partysim political system.

He made a name for himself in Parliament as a formidable debater and very eloquent speaker both inside and outside the August house. He however, performed dismally at the constituency level, and many people believe this was one of the reasons why he lost the election to a relatively political mediocre, William Oloo Otula in 1997.

He was recently involved in power struggle within Ford Kenya. At the constituency, he is being treated as a NARC Kenya mole due to his alleged closeness to Nark-K activist Mary Wambui.

He has lost the steam, but is not considered a spent force. His attempt to join the LDP has hit a snag due to mutual mistrust which has existed for a long time between him and the party leadership. Politically, he is the most mature person who understands Kenya politics at the highest level. His chances of recapturing the seat are however dim.

ODONGO ODAK
He is the son of a prominent businessman the late Mr. Richard Odak Oloo. He studied in the US and worked there. But recently returned home in mysterious circumstances which needs some kind of explanation. It is being rumoured that he escaped prosecution on charges allegedly connected with extortion and conmanship. He is now running his late father's fuel station in Oyugis. His candidature is being dismissed as "a joke."

DR. WENWA AKINYI OGINGA ORANGA
She is the eldest daughter of the late Jaramogi Oginga Odinga. She is currently a senior lecturer at the University of Nairobi. She is married to Mr. Akach Oranga, the son of the former Bungoma D.C. the late Peter Oranga.

For sometime, the couple was said to have been separated. But in order to strategize in readiness to capture the Kasipul Kabondo seat with the assistance and help of her young brother Raila Amolo Odinga, the ODM-K de facto, Dr. Wenwa Akinyi is said to have re-united with her husband, who is a train driver in the UK and established the ultra modern home at Nyatindo near Wire Secondary School in Central Kasipul.

How far her popularity has gone is yet to be ascertained. She is a member of the populous Joka-Onyango sub-clan.

DR. RICHARD MUGA
Dr. Richard Ouma is the former director of Medical Services in Kenya. He had for the first time declared his interest in the seat, but withdrew his candidature in a huff for some unexplained reasons. He hails from around Dudi and he is a member of a minority sub-clan which is called Otondo (Botonto) whose roots is traced in Nyaribari in Gusii. For hot being an indigenous, this would give him hard time in the campaign.

Dr. Muga is also being accused for not having helped local medical institutions during his high profile job as the Director of Medical Services. He is said to have ignored all the proposals presented to him to the expansion of Oyugis District Hospital. He is always photographed next to "Agwambo" at any function. But his public relations with the constituents has waned.

The battle for political supremacy in Kasipul-Kabondo, however will focus on three people. These are Eng. Tom Okoko, Dr. Kenneth Kambona Oyugi, Oloo Otula and the incumbent Paddy Ahenda.
