EAC MINISTERS BOOST EA POLITICAL FEDERATION CAMPAIGN KITTY, ESTABLISH NYERERE PEACE RESEARCH CENTRE   
The 3rd Meeting of the Sectoral Council of Ministers responsible for EAC Affairs was held in Arusha on 1 st February 2007 attended by Hon John Koech, Minister for East African Community, Kenya, who chaired the meeting, Rt. Hon. Eriya Kategaya, First Deputy Prime Minister and Minister for East African Community Affairs, Uganda and Hon Deodorus Kamala, Deputy Minister for East African Co-operation, Tanzania
 
Political Federation
Pursuant to the EAC Summit of Heads of State directive of 30th November 2006 that there should be enhancement of publicity of the ongoing Consultative Process on Political Federation, including wide publication of the salient features of the Wako Report (Report of the Committee on Fast Tracking East African Federation, 2004) and other relevant information, the Sectoral Council meeting approved a budget of US Dollars 245,247 for this exercise.
 
Treaty amendments
The Meeting recalled that at its 13th Meeting held on 28 th November, 2006, the Council of Ministers of the East African Community considered the Secretariat’s proposal for the review and amendment of the Treaty for the Establishment of the East African Community and urged the Partner States to study the proposal and submit comments to the Secretary General by 28th February, 2007. The Council had further established a High Level Task Force spearheaded by the Attorneys General and representatives from Ministries of Justice and Constitutional Affairs and the EAC Secretariat to consider the proposed amendments of the Treaty and report to the Council at its next meeting scheduled for April 2007. The Sectoral Council meeting noted that the Partner States are currently studying the amendment proposals and compiling their comments which they will submit to the Secretary General by the due date.
 
Nyerere Peace Research Centre
The meeting recalled that the Council of Ministers at its 12th Extraordinary Meeting had endorsed the initiative to conclude a MoU with Arcadia University , USA on collaborating on Peace and Security and Conflict Resolution in Eastern Africa . In line with the MoU, the main objective is the establishment of a Centre for Peace Research to undertake research and exchange programmes on conflict management and resolution.
The programmes at the Centre will provide a link between theory and practice relevant to peace building, conflict resolution, policy research, data collection and analysis and training. The main objective of the Centre is to provide support for policy makers in government and in Regional Economic Communities and Civil Society Organizations with a view to increasing capacity to promote peaceful settlement of conflicts in the region. The Sectoral Council decided to establish the EAC Peace Research Centre to be located at the EAC Headquarters in Arusha and to name the peace research centre the Nyerere Centre for Peace Research in honour of the memory of the late Mwalimu Julius Kambarage Nyerere, the internationally revered champion of African liberation struggle and Founding Father of the Tanzanian nation.
Expansion of EALA facilities
The meeting noted a Report from the East African Legislative Assembly (EALA) relating to a needs assessment to cater for the envisaged expansion of EALA following the decision by the Summit of Heads of State last November to grant admission to Rwanda and Burundi to join the East African Community. The effective date of Accession of the two countries was established as 1st July 2007. The meeting noted the administrative and resource implications in the provision  of additional  physical and  human resources to cater  for the expanded  Assembly  and directed that similar  needs assessment  be undertaken  in respect of the other organs of the EAC, i.e. the EAC Secretariat and the East African Court of Justice.
Duty exemption on NIDA Textile Mills
The Sectoral Council reviewed  a report of  a Team of Experts which was set up  last November on an application by Tanzania  for duty  exemption  on unbleached  fabrics  of a width of  80 inches  and above imported  by NIDA Textile Mills  Ltd under Section  114 of the EAC Customs Management Act, 2004. The Sectoral Council tasked the Team of Experts to undertake further verification exercise with reference to some concerns raised by the Kenya Association of Manufacturers and report to the Secretary General for action on the application for duty exemption.  
Staff appointments
The Sectoral Council approved the appointment of 38 additional staff of the East African Community, among them those to the posts of Director, i.e Director (Planning and Infrastructure), Director (Productive and Social Sectors), Director (Finance) and Director (Human Resources and Administration).
