POSITION Project Officer


ASSIGNED PROJECT Focus on Malaria GF Round 4 project, specific support to HIV/AIDS and TB programmes


PROGRAM AREA Kisii, Gucha, Nyamira and Rachuonyo Districts, Kenya


RESPONSIBLE TO Project Coordinator


STAFF DIRECTLY SUPERVISED Health Information System Officer, Field Officers


RELATIONSHIPS INTERNALLY All Management and Staff


RELATIONSHIPS EXTERNALLY Governmental, particularly MOH Vector Control and Public Health Department and non governmental counterparts

OVERALL OBJECTIVE OF THE POSITION

The Project Officer will be based in Kisii and will have responsibility for managing the Global Fund Round 4 Malaria programme as well as providing support to monitoring, evaluation and research of all the HIV/AIDS, and TB activities.


KEY RESPONSIBILITIES INCLUDE:

  • Manage the Global Fund Malaria project, including:

    • Participating in district and national level planning, including attending KeNAAM, Global Fund, PMI, MoH and other relevant meetings and workshops as necessary

    • Being responsible for liaison and coordination with DHMTs and other district level partners

    • Developing work plans in conjunction with the Project and Medical Coordinators and MoH (Vector Control and PH departments)/DOMC

    • Planning and reviewing activities in collaboration with field staff and other departments

    • Ensuring monitoring systems are developed in accordance with donor guidelines and in place

    • Writing reports for both internal and external use (donor reports)

    • Ensuring collection and dissemination of surveillance information in accordance with donor guidelines

    • Ensuring distribution of ITNs (insecticide treated nets) and treatment kits in accordance with the MOH/GF guidelines, and in collaboration with logistics and relevant partners on the ground

    • Ensuring IRS (indoor residual spraying) is conducted in close collaboration with relevant district MOH departments and in accordance with the MOH Vector Control department / DoMC guidelines including mobilisation and training of community sprayers and supervisors

    • Contributing to district Emergency Preparedness planning through DHMT and agencies implementing EP under GF Round 4 funding

    • Identifying operational research needs

    • Ensuring identification and mobilisation of appropriate community level partners

    • Assisting with proposal development and writing



  • Have the overall responsibility for monitoring & evaluation and operational research of all Merlin’s programmes, including:

    • Working with other departments to develop monitoring and evaluation tools for HIV/AIDS and TB

    • Maintaining and developing monitoring plans and assisting with regular report on these

    • Leading formal research activities (i.e. surveys, both qualitative and quantitative) and evaluations

    • Disseminating findings from research and evaluations

    • Supervising data analysis relevant to project activities, and dissemination at district, provincial and national level

    • Ensure strengthening and expansion of referral system through supervision of collection of quality data

    • Being responsible for the management and development of Merlin databases

    • Providing technical support to the development of district work plans

    • Strengthening community based monitoring

    • Providing data for internal and donor reports as well as internal documentation

    • Writing monthly internal situational reports


  • Any additional tasks assigned by the Project Coordinator that are relevant to the position



Qualifications

Essential

  • Degree level qualification in social sciences or a health related field (i.e. public/community health)

  • At least three years working with an NGO

  • Liaison with MoH, local authorities, NGOs, other agencies and donors

  • Analytical and research skills

  • Experience in the development of monitoring systems (project, activities, logistics, e.t.c)

  • Proven problem solving and organisational skills

  • Strong project management skills

  • Good understanding of development issues

  • Diplomatic and an effective communicator at all levels

  • Supportive personnel management style and ability to manage teams

  • Strong leadership skills

Highly Desirable

  • Previous field coordination and management experience of malaria projects
