Late Mboya blamed for bad laws

Former Butere Member of Parliament Martin Shikuku yesterday blamed a former politician, Tom Mboya for instigating the change of constitution that gave too much power to the presidency.

As a result of the "distorted" constitution, Shikuku said, most regions that contributed immensely to the country’s coffers continued to wallow in poverty as the resources are channelled to favoured regions where the ruling clique hail from.

Addressing a political rally organised by nominated MP Peter Oloo Aringo at Achola estate in Siaya to launch his bid to reclaim Alego / Usonga parliamentary, seat, Shikuku said the only way to rectify the situation was for the Kenyans to push for a constitution that will enshrine devolved power structure.

"The current constitution that is governing us is not the one that we came up with from Lancaster. This one has been mutilated to suit the interests of rulers" claimed the politician adding that the independence constitution embraced federalism and fair share of resources.

He said the current mismanagement of resources and power were a creation of the late Mboya who, immediately after his appointment as constitutional affairs minister worked out a scheme to consolidate all the powers in the hands of the founding president, Jomo Kenyatta in 1967.

Shikuku accused the country’s leaders of thriving on lies and hiding the truth from Kenyans and urged President Mwai Kibaki to read the public mood and yield to the minimum constitution reforms.

Saying that the Orange Democratic party of Kenya (0DM-K) government will reintroduce a federal system of governance, Shikuku said that 65 per cent of the revenue generated from each region shall be retained there for development while 35 per cent will be forwarded to the national government. He said the current system only enriched a particular region.
