Yes,

Commendable insight worthy of analysis and propagating. This needs an immediate think tank working group to sustain the idea and make the thought operational. It is do-able, although change is usually a painful operational task because masters of the game are comfy and would not appreciate disruption of their strategy - there will therefore be a great deal of uphill resistance from different angles of the society and stakeholders and other stage-managed groups which will immediately emerge - but that will just be bumpers on the road - will not stop the car from moving towards its destination.
