My Philosophy

  • I believe in development that reaches the greatest number of people at the grass roots and changes lives in all villages for a long time.
  • I believe in the community of people and look at development that benefits communities.
  • I do not believe in processes that makes slaves of people.
  • As a man of the people, I see myself as a servant, not a King.
  • I seek to empower our people to be self-reliant and determine their own destiny.

My Principles

Nationalism

I believe that a people, who love their country, united under God, who share a heritage of hope and who work diligently for a united prosperous new Kenya, will succeed. Tribalism and nepotism must be wiped out of our national psyche and the words of our national anthem ‘May we dwell in Unity, Peace and Liberty. Justice be our shield and defender…….’ Must hold true for all Kenyans.

Equity

I believe that the national wealth of this great nation must be equitably shared by all regions and peoples. THAT marginalized regions and communities must be brought into the orbit of the national economy through deliberate policy of affirmative action. Our women form the bedrock of society, they must be included in development.

Social Justice

I believe that the government must take deliberate steps at social intervention in the war against the three enemies of mankind: Poverty, Ignorance and Disease. We must lift our people from the ravages of poverty and launch them on the road to economic prosperity.

We can only do this by giving our people fishing nets and not netting fish for our people. This we can only do by putting the tools of production in the hands of our people so that we may benefit from the proceeds of our labour.

Rule of Law

I believe that the law applies equally to all and that nobody, including the government, is above the law. Kenya deserves a new Constitutional dispensation to make this a reality.

My Profile

  • I was educated in Mbita and Maseno High Schools;
  • I consider myself a teacher and a lawyer. As a teacher at Tom Mboya and Ambira High School, I taught leaders and persons of distinction including PLO Lumumba;
  • I was a elected organizing secretary for SONU while at Nairobi University;
  • I was forced into exile for fighting for Kenya’s democracy and finalized my law degree in Makerere University with the assistance of the late Hon. Jaramogi Oginga Odinga;
  • As a lawyer, I have defended democracy in this country for years by representing our leaders in election petitions and politically instigated cases. I was a lawyer in the monumental Goldenberg cases;
  • As a leader, I was actively involved in the struggle for multipartysm. I was instrumental in the formation of the FORD, a vehicle that spiraled active move towards a new political dispensation;
  • I have been an active party leader as FORD Secretary, South Nyanza; NDP and LDP Secretary for Legal and Constitutional Affairs; and NEC member of the KANU-LDP merger. I was instrumental in the formation of ODM as a movement for change;
  • I have made landmark contributions in Parliament on several laws including the Fisheries Authority Bill; Finance Amendment Bill; and Constituency Development Fund Bill, amongst others;
  • My contribution in the fight for a new constitution was evident especially during the referendum where I provided legal and technical input and advice. The "Bado Mapambano" song rallied us together in ensuring a victory for ODM in the referendum. It rallied us together yet again in electing the presidential candidate for ODM in 2007;

My Contribution

In the last 10 years, under a very difficult environment, with a hostile government, under the opposition back-benches, together we have worked hard! It has not been easy sailing, but together we have managed to do a lot of work for the betterment of our nation and for Mbita Constituency.

National Contribution

  • I have been consistent and persistent in the struggle for change in Kenya since my days as a student.
  • I have worked towards national change based on the belief that government does not reach the people and must reach the people;
  • I believe the national cake must be shared to all as a right and not a privilege;
  • Change must come from the national to the local and from the local to the national to give our people economic independence;
  • I traversed the country with other leaders in Kenya’s second liberation struggle. We reached the shores of the river, but did not reach Canaan;
  • We now see Canaan and we have chosen a leader to see us over;
  • I have been steadfast in working with our leader, Hon. Raila Odinga to bring national change;
  • I have fought for a new constitution: From the law courts, to parliamentary committees, to Bomas, back to Parliament, to the referendum, to inter-parties consultations, back to the parliamentary committee on minimum reforms;
  • I helped launch the Orange Democratic Movement, ODM, as a vehicle for change;
  • I have constantly kept Kenyans and my constituents informed of issues of national development and interest through the media;
  • Our rallying call as has been and still is to our people: " Bado Mapambano".

We have undertaken several harambees in schools, churches and in families for the improvement of the living conditions of our community members. I can not include all of them but some of the harambees include:

    Constituency Development Fund (CDF)

    In addition to the harambees done, we in Mbita have assisted our community through the effective use of the CDF funds. Mbita Constituency has done an excellent work with the CDF and has equitably distributed the funds in the entire constituency. Some of the initiatives under CDF are mentioned in this report. Mbita has been ranked the 4th best constituency nationally in the management of the CDF.

     

     

    Education Sector

    We have built and equipped 11 NEW secondary schools and 1 Technical Institute; These include:

  22. Sena Secondary School Mfangano North;
  23. Ogongo Secondary School Lambwe West;
  24. Wandiji Seconday School Lambwe East;

  26. Wanyama Technical Institute Rusinga West.
  27. Waware Secondary School Rusinga East;
  28. Ngodhe Secondary School, Gembe East;
  29. Waondo Secondary School Gembe East;
  30. Osodo Secondary School Gembe Central;
  31. Nyamasare Girls Secondary, Gembe West;
  32. We have supported students in secondary, tertiary and university institutions from the CDF and the CBF as follows:

    The Mbita Constituency Bursary Fund is a Government allocation to support needy students. It is distributed by the Constituency Bursary Fund Committee.

     

     

     

     

     

    We have expanded the original 4 secondary schools by building classrooms, laboratories, dormitories, libraries, assembly halls and also provided water and electricity to these facilities. These we have done in the following institutions:

  34. Mbita High School, Mbita;
  35. Tom Mboya Secondary, Rusinga West;
  36. Lambwe Secondary School, Lambwe West;
  37. Kakimba Secondary School, Mfangano North.
  38. We have improved and expanded Waondo and Wakiaga village polytechnics.
  39. We have improved, expanded and equipped all the 95 primary schools and Early Childhood Development centers in every village including Remba, Ringiti, Takawiri and Ngodhe Islands.
  40. We have provided 64 desks per school in every primary school in Mbita Constituency.
  41. We have provided 100 lockers and chairs in every secondary school in the constituency.
  42. We have also provided science lab equipment worth over 7.5 million in all secondary schools in the constituency.
  43. Health Sector

    We have improved, expanded, equipped and staffed our health institutions.

    We have also built new health facilities . These include the following:

  44. Ndhuru Dispensary, Lambwe East (New);
  45. Lambwe Dispensary, Lambwe West, (New);
  46. Ogongo Sub-district Hospital, Lambwe East (Expanded);
  47. Kitare Health Centre, Gembe East (Expanded and improved);
  48. Angiya Dispensary, Gembe West (New);
  49. Ponge Dispensary, Gembe Central (New);
  50. Obaluanda Dispensary, Gembe Central (New);
  51. Mbita Sub-district Hospital, Mbita: (Improved and Expanded);
  52. Tom Mboya Memorial, Rusinga (Improved and Expanded);
  53. Ngodhe Island Dispensary (New);
  54. Kamgere Dispensary, Rusinga, (New);
  55. Sena Sub-District Hospital, Mfangano North,(Improved and Expanded);
  56. Wakula Dispensary, Mfangano West, (Improved and Expanded);
  57. Ugina Dispensary, Mfangano West, (Improved and Expanded);
  58. Soklo Dispensary, Mfangano, (Improved and Expanded);

  61. We have improved and expanded Sindo and Homa Bay District Hospitals for enhanced access to health care for our people.
  62. We have also expanded the Homabay Medical Training Centre for improved healthcare.
  63. We have also expanded the bed capacity for Sindo Hospital .
  64. Women and Children

    We value the role of women in development. We nurture and protect our children. To this end, we have worked closely with international and national NGOs to protect women and children. These include the following:

  65. World Vision International which builds schools, ECD centers, offers bursaries for orphaned children, builds nurseries and water projects;
  66. SHARE Kenya that provides education for orphaned children, builds classrooms and dispensaries and also provides mobile health care;
  67. Concern International, that builds classrooms and improves water sources for villages;
  68. The CRADLE-The Children’s Foundation, that educates orphaned children and provides legal protection for children;
  69. Nagasaki University that is carrying out research on malaria and strengthening health institutions; and
  70. Several other NGOs working on HIV/AIDs and education including International Medical Corps, Akado Women’s Group, Child Hope Centre, amongst others.
  71. Our Youth

    The youth form the majority. We have enabled several youth finish school through bursary provisions. We have also created several employment opportunities and enabled the youth have a conducive environment to do business. We have also provided for cultural events and positive recreational facilitates and activities that promote the well-being of the youth, including through sports and computer learning and education in collaboration with NGOs.

    Water Sector

    We have worked hard to ensure the supply of clean and running water to the constituency. The work is on going and the following has been done:

  72. Provided Mbita township with clean piped water at 34 million shillings ( now built and expanded upto Waware in Rusinga, Nyamanga, Kisui and Gera);
  73. We have built new dams and boreholes and rehabilitated water pans and dams where access to water is problematic in every village in Lambwe and Gembe. These includes the following:
  74. Lambwe East: Ochieng Odiere dam and Ochieng Odiere borehole; Oinga Dam and Oinga borehole; Tweta Dam and Joni Dam; Kongili Dam;
  75. Lambwe West: Kochino (Damba Dam); Magoria Dam; Harambee Dam; Ondiegi Dam; Nyasangra Dam; Ruri Borehole, (Koguta);
  76. Gembe East: Oseno Dam; Tinga Dam; Kitare Health Centre borehole;
  77. Gembe Central: Abururu Dam; Roho Dam; Ponge Borehole; Obaluanda Central School Borehole; Nyamasare Borehole; Gera Springs; Chamakoa Springs;
  78. Mfangano Island: Soklo Springs;
  79. Electricity Supply

    We have worked towards electrification of Mbita Constituency and electricity is now in parts of Mbita constituency. Electricity is to be dropped in all markets, health institutions, schools and beaches including the following:

  80. Lambwe: Ogongo and Oyani;
  81. Gembe: Lwanda market and Beach; Kitare Health Centre, Waondo Technical and Seconday School and Kirindo Secondary Schools;
  82. Rusinga: Waware and Nyamuga Secondary Schools; Wanyama Technical Institute, Tom Mboya Hospital and School; Kamasengre, Wakiaga Village Polytechnic. This is under the French/GoK Program.
  83. Fishing Industry

    Fishing is our livelihood. We value those working in this sector and have worked to ensure greater benefits for our people in the fishing industry. The following projects are notable:

  84. We have improved fish landing at Mbita at a cost of 60 million (under construction);
  85. A fish filleting factory is under construction;
  86. We have built fish bandas in over 20 beaches.
  87. Sanitation

    For better healthcare, we have worked to improve sanitation in the constituency.

  88. We have built toilets in over 20 beaches.
  89. We have worked with NGOs to improve sanitation at community level.
  90. Roads and communication

    We have worked towards enhanced communication network with the rest of the country and the world at large. There is now enhanced communication in the constituency including through the internet. We have worked to improve the road network in the constituency. Our ultimate goal is the development of access roads in all villages and the tarmacking of all our roads. The following are notable:

  91. C-19 Homabay -Mbita tarmack road under construction;
  92. Roads 2000 Program: Improving rural access roads everywhere. Specifically: Mfangano Ring Road (40 kilometres under construction);
  93. Mbita Channel bridge, (under design and construction);
  94. Rusinga Ring Road to be improved: (under construction).
  95. Security

    We are at a strategic location, bordering Uganda and Tanzania. Security both locally and internally is hence our concern and we have done a lot to ensure that Mbita constituency is still one of the safest places in Kenya. We have done the following:

  96. Building chief camps and police lines in several places;
  97. Increased surveillance in the lake;
  98. The building of a grand police station in Mbita and a Police Post in Ogongo (under construction).
  99. Environment and Agriculture

    We have worked to improve our environment so that our people have an environment free from diseases and that our climate is favorable for our agricultural development. We have done the following:

  100. Afforestation on Gwassi and Gembe Hills at the cost of 40 billion shillings to create over 5,000 jobs for our youths and to establish forestry training institute.
  101. Ridding Lambwe of tsetse flies under the APPEC Program.
  102. The Banking Sector

  103. To make Suba a choice destination for trade, we have worked towards the enhancement of our banking sector. To this end, the Cooperative Bank is coming soon.
  104. Access to Justice

  105. Our people have for years journeyed to other districts to access the law courts even for small commercial issues. We are working hard and to this end, the law courts are coming soon to Mbita.
  106. Commerce and Trade

  107. We are working towards opening of Immigration and Customs Offices in Mbita to open up Mbita as a gateway to East African Commerce and Trade. This will provide employment for our people.

My Vision for the future

  • I believe in a prosperous and modern Mbita;
  • Where our children are instructed in well equipped modern school with facilities that make learning enjoyable. We must provide an enabling environment for learning and achievement;
  • Where we are connected to the rest of the world through enhanced information superhighway such as internet communication;
  • Where our health facilities are well equipped and staffed to deal with the burden of disease;
  • Where our people can access clean water in the immediate neighborhood if not in every household;
  • Where our people have access to electricity;
  • Where our people breath fresh clean air in a beautiful environment;
  • Where our young people acquire the necessary skills and capital to create wealth;
  • Where our young people are employed and happily contributing to the National effort of economic development;
  • Where our women are enable to contribute to leadership and development;
  • Where our roads both major and rural are motorable to allow for movement of people and cargo;
  • Where our people are self-reliant and independent.

My call

I have run the race. I have expanded our economy.

I have the resolve and the ability to make Mbita great.

for our future is orange .

And Mbita shall rise and shine! So help me God.
