Is there such a thing as having enough money? How much is enough anyway?

When it comes to money,there is but one thing that I don't understand.Here it's.

1.There are people who supposedly are rich but act as if they don't have anything.
2.There are those who supposedly don't have anything,but act as if they own the world.

And so the question is"Does driving a good car,having nice and expensive clothes,and living in a beautiful house indicate that someone has got a lot of money?
