No doubt the report amplifies the need for the devolution of  system of government.

My concern is the exposure of the dishonesty dispayed by those opposed to the devolved (regional)system that the like to refer to as Ma-jimbo. Do they know that the basis of the system proposed is exactly as provided in the Bomas, Kilifi and Wako Drafts? Why did the same people vehemently vote for the Wako Draft during the  2005 referendum? What has now changed that now they oppose the same? Could it that they knew if passed they were not going to implement it, in  which case they intended to take people for a ride the MOU  and other unfilfilled promises?  People cant be DISHONEST forever! ,not when dealing with  others who can know better. Devolution  and management of National Resources is the way foward  to equity.Can somebody  out there  give detailed account of  tax revenue generation and distribution  to  regions for all to see the disparities.
