PRESIDENT MUSEVENI AND BUSH TO DISCUSS KENYAN ELECTIONS


Many Kenyans are desperate and quite disturbed, when they hear that Museveni is going to discus, with Mr. George Bush about Kenya's elections.

We should by now realise that Kenya is not significant-compared to Uganda. Politicaly, Militarily and economicaly,Kenya is no where near Uganda. The United States has her eyes set on the potential of Uganda.

Uganda can deliver, and Museveni is easy to manipulate. The case in point, her military might. Incursions into Zaire, (DRC) Southern Sudan and Kenya. Kenya and her leaders, on the other hand,could not even raise a finger. Not once but several times. Kenyans were killed and Kenyan properties taken, an act of war. Our president slept through it all.

A nation that fuctions would have declared war upon the agressor, we all know what was our reaction. Kibaki and Michuki were too bussy unleashing terror on settlers of Mau-who are Kenyans.

Uganda has oil, and if you are not aware by now-then you should know that money talks, and that is what the Americans have their eyes set upon. OIL in Uganda.

Bwana Daktari, Okuthe, has compiled a list of what he sees as Museveni's crimes.

1. Massacres of congolese, It will be an up hill task to convince any one that 4 million people were killed. Most of the conflict and killing involved the Hutu population that escaped to Zaire from Rwanda. After the 1994 Genocide.

2. In the case of the internally displaced Ugandans, it was not Museveni who caused it. But rather the LRA,under the late Alice Lakwena and her brother Joseph Kony.The NRA of Museveni had been reactionary force, reacting to the acts of the LRA of Kony. It should also be noted that, the conflict has always been confined to the Northern part of Uganda.

3. To answer question as to why the Batutsi joined Museveni,we have to go back to December 1963-when Serious strife erupted, with large-scale massacre of thousands of Tutsis as a result of an attack by Inyenzi,a remnant of the monarchy.Thousands of Tutsi fled to neighbouring countries. The majority fleeing into Uganda.

Just like Kenya in 1982, Rwanda In 1965 was declared a one-party state under MDR/PARMEHUTU, which was the architect of the racist ideology that was to be consolidated under President, Major General Juvenal Habyarimana.

In 1969, Kayibanda was re-elected and the ruling party PARMEHUTU ( PARTY OF THE HUTU ) retained all the 47 seats in the legislative assembly.

President Gregoire Kayibanda, institutionalized discrimination against Batutsi and periodically used pogroms against this targeted population as a means of maintaining the status quo. Some Rwandese groups in the Diaspora attempted, without success to stage a comeback through armed-Inyenzi forces, (cockroaches).

Persistent persecution of Tutsis, went on till 1990s. When RPF the Rwandese Patriotic Front was formed.

In July 1973, the Minister of Defense and head of the National Guard, Major General Juvenal Habyarimana led a coup against President Kayibanda. He suspended all political activities and proclaimed a military regime referred to as the second Republic.

Subsequently, the end of the Second Republic and coup against Kayibanda led to the death of many prominent politicians from the central region-including Kayibanda himself. More Batutsi were killed.

In 1975 President Habyarimana formed the Mouvement Revolutionaire Nationale pour le Developpement (MRND), a single ruling party that was to promulgate in 1978 a constitution that repeatedly returned him to office by organizing "elections" in which he was the sole candidate. ( The style of Mzee Moi in Kenya ) Effectively, Habyarimana cemented a single party rule under MRND in 1975.

In December 1978, a new constitution was adopted in a national referendum, and Habyarimana, standing as a lone candidate; was re-elected. The constitution confirmed Rwanda as a one Party state with (MRND) later in 1991 becoming MRNDD as the only recognized political organization.

Both the First and second Republics repeatedly stated that Rwanda was a small, overpopulated country that could not accommodate Rwandese refugees if they were to return. Increasingly, the population across the ethnic lines was marginalized and impoverished while Habyarimana’s regime became more violently intolerant.

The divisions within the ruling Bahutu Akazu (ruling clique) that culminated in the coup d’etat of 1973 became more heightened in the 1970s and 1980s when the clique talked of Bahutu of the north and Bahutu of the south. Political activities outside MRND mainstream thinking, remained banned to the extent that even the national assembly was comically referred to as “National Council for Development”.

Dr. Obote returned to Uganda in 1980, and was re-elected as Uganda's president. In order to please the Baganda, he started a campain of repartriation of the Rwandese and deportation of those not willing to go back.

Many of the Tutsis were willing, to return to their anscestral land, Rwanda. The process of negotiations to consider addressing the refugee problem begun in October 1982. However, Habyarimana closed down the country’s border with Uganda after an influx of thousands of refugees fleeing from persecution from the then Ugandan President Milton Obote and his political party, Uganda Peoples Congress (UPC).

In 1983, Habyarimana agreed to resettle more than 30000 refugees, but in December of the same year, thousands of refugees crossed into Tanzania due to intimidation and persecution.

Obote would not survive for too long, he was overthrown by his own fellow " Luo " Gen. Tito Okelo Lutwa, and Basilio Okelo, in 1985.

4. It is historical fact, and there is no link whatsoever, to say the VP, Mr. Awori and Museveni were responsible for Dr. Obote's removal from power, in Uganda.

Under Habyarimana’s instruction, the central committee of MRND declared in July 1986 that Rwanda would not allow the return of large numbers of refugees, since the country’s economy was incapable of sustaining large intakes of refugees, intense land pressure, and what he referred to as, “Grass is full”.

In 1989 Habyarimana and president Museveni and as well as the representative of the UNHCR, Mr. Willy Young met and established a committee to investigate refugee repatriation. In 1990, the first report was published. It recommended the adoption of liberal approach on the part of the government while indicating that emigration demands were unlikely to be satisfied. Three point communique was adopted, to addrress urgent Rwandese Refugees problem. The three parties how ever, had over looked one critical issue, namely, the refugees themselves. They were not consulted to get their view points.

It was agreed that:

* Those who are already settled in Uganda would be allowed to stay.
* Those who want to leave shall be settled in Gabon
* The rest shall return to Rwanda

However Habyarimana continuously reneged and frustrated efforts to repatriate Rwandan refugees from neighbouring countries,till October 1, 1990, when the Rwandese Patriotic Army/Front (RPA/F) attacked from bases in Uganda . The force was largely composed of Rwandese from Museveni’s National Resistance Army (NRA). It invaded from Northern Rwanda, through Katuna and occupied several towns in the north and north-east.

5. In reference to entering Sudan, Museveni was a personal friend of John Garang, and the helicopter was Museveni's, loaned to the SPLM leader. The black box was handed to the Canadian experts to investigate the cause of the crash.

6. As to why the UPDF entered Kenya, It is because Kenya is a failed state and the UPDF, had to stop the lawlessness that had been going on, with Kenyan Rustlers going into Uganda to cause chaos-robbing and destroying properties.

No country would have to accept the madness that the Pokot savages have made routine, year after year killing people and the government doing nothing.

7. Looting of the DRC by Uganda was no diferent from what the Americans are doing in Iraq today! How can Mr. Bush, who is the greatest war monger, admonish Mr. Museveni!

8. And finally, Bwana Daktari, you are in Angola, and you should answer this for us, why was Savimbi, Jonas, armed and aided by the Americans to terrorize Angola for over 2 decades?

Anyway Museveni has nothing to do with Nkunda, he is a Hutu-Tutsi renegade, a member of the Fanya Mulenga group of the Rwandese group of Congolese. They are the Rwandese who are the children of the settlers who dwelled on the Rwandese-Congolese frontier, in Kivu, Beni and Bukavu regions. We are aware that there has been a great rift between Museveni and Kagame.

Now back to Raila issue, will the Americans listen to Museveni's concerns? Yes, very much so! when Raila went to USA, he erroniously made a poor judgement, in his address and lectures. He mentioned Cuba and Venezuela as the examples of freedom struggle, examples! It is known how the American presidents and domestic politics are. Cuba has been under strungle from the American grip since 1959. And the Bush administration has attempted a coup on Hugo Chavez. Raila is viewed as hostile to the Bush Doctrine. Hate anyone who is not a yes sir. Does any of you still remember this, " If You Are Not With Us You Are Against Us! "

America is vicious and an unforgiving place. They shall pay close attention to what Museveni shall tell them. Remember no Sitting American President has ever come to Kenya, but they have been to Uganda. Ask yourself why?

A month ago one of our own son, Barack Obama was at the zenith of the politics, and close to the presidency, then out of poor judgement, Obama decides to remove a chest pin, of an American flag. It has become politicaly fatal blunder. And now Obama has bade farewell to his presidency! It may seem little to Kenyans and the world, to Americans, it is a thunder like pronouncement.

Kenyans must be dilligent, and we should study and monitor our soroundings and all those we interact with. What we say and do can have adverse impact upon us all.

The case in point is the October 30, Museveni-Bush Meeting.
