Some of the most irritating issues in the 24 year long Moi government's leadership styles were the following:

  1. Towards general elections, the luring of opponents with money and / or employment positions in order to convert them from Siasa Mbaya Maisha Mbaya to Siasa Mzuri Maisha Mazuri. He would also dish out new districts as a reward to his allies or else with the view to lure voters from the newly found districts to provide much needed votes.

  2. To always win through any unpopular or controversial bill, he would expand the cabinet positions by sub-dividing the ministries for new ‘government friendly ministers' in order to secure the majority pro government votes.

On announcement of the 40 new districts, Kibaki now perfectly fits right into the same ‘age and cognition with your predecessor. No wonder the two of you are currently pulling together, politically speaking. But Mr. out-going president Sir you must recall that the greatest driving force that saw you win presidency of this nation in 2002 was to correct anomalies such as mentioned above, and which were clearly bankrupt of policies of sound management. Moi's indiscriminate offer of employment to persons from government friendly regions in desperation resulted into the infamous retrenchment of hundreds of Kenyans. Some of those retrenched reportedly committed suicide. You swore never to make roadside declarations!

The awarding of the 40 new Districts was clearly aimed at pleasing the regions of ardent government's allies like of Mungatana, Nyachae and Tuju. As a resident of Nyanza, I am just amazed. With due respect to Moi, during the first multi party elections, I could understand Moi's desperation. But I cannot understand how Kibaki can adopt this logic, even in desperation. How can you ignore all your sound knowledge of economics in order to fulfill cheap political logic?

Sir, with due respect, you obviously did not rely on figures nor geographical size but simply thought that the creation of new districts could make some political sense. All the constituencies of former greater Siaya District are larger than Rarieda District both in terms of population and geographical size. In your political logic, the present Siaya District is still TOO TINY to be subdivided!
