Create executive premier post, Kajwang' urges President

The post of executive prime minister should be created to resolve the current political stand-off, Mbita MP-elect Otieno Kajwang' has said.

Mr Kajwang said President Kibaki should negotiate for a new constitution in line with the Bomas draft. Under such a constitution, the leader of the party with the majority in Parliament would form the government while the President would be retained as head of State.

Mr Kajwang' said this was the most honourable exit for President Kibaki.

Addressing the Press in Kisumu Sunday, he said it would be the prime minister's job to enter into a coalition with other parties. However, he dismissed calls for a coalition government with President Kibaki's PNU. 

In his view, the idea of a government of national unity without a strong democracy negated the constitutional principle of a multi-party democracy.

The MP-elect also said no minister was more senior than the others. 

"Ministers are mere advisers to the President, and he can choose to heed or ignore this advice," he said.

Mr Kajwang' said even if ODM leaders accepted positions in government, party supporters would look for another party under which to continue the struggle for change.

"This is a people's revolution and ODM leaders can do very little to arrest the outpouring of passions until the real grievances are addressed," he said.
